Ask your local municipality - they will be able to tell you if you can have a permit for an event and secondly where to purchase them.

you certainly need a permission to do a bonfire with fireworks, is not like UK that every house can have it's own. here is illegal to do it without permission as it may be dangerous afterall

I may be wrong but I think you need a certain permit to get them, you can't just buy them, you probably notice they're are not fully available if not available at all.
