The UK health cards can be applied for online. They are free and to get one you just need a UK passport and possibly a UK address. I used a relatives address. For information on getting one call 0845 4647. I use one for free health care over here even though I am under 50!

Only if he has paid any national insurance contributions in any of the EU countries.

If he has worked abroad and not paid, or paid very little into the system of either the UK NI, or the Cyprus SI. Then its not looking good

I thought that was the case as well, if so, why are they requiring my husband to produce Medical Insurance to get his Yellow slip?

As I understand it, all EU citizens are entitled to free health care in Cyprus from age 65.
