Sounds as though the waste water goes straight into your septic tank. The two or three tons of exces water will soon fill this and lift the manhole covers.

See if you can run some water off via hose pipes. I.e. syphon some off. Fill a length of hose with water, bend over both ends. One end in the pool one end lower than the end in the pool. Open the ends of the pipe. Result should be a syphon that will take away water slowly. Set the pipe in the pool at about the level you want. When it reaches that, the syphon will stop. Often the hole in the skimmer cover takes a half inch garden hose quite nicely, or put the hose in the skimmer. Slowly slowly shouldn't flood your garden, or the neighbours.
