I will have a go and see what occurs with the spray, digging them up may be the answer though.

I am told by a friend who has lived here for twenty years and is an avid gardener It is commonly called Hibiscus Blight in Cyprus.
Looking it up and from my own observations I believe it is more commonly known as hibiscus grey mould.
Following advice from a local garden centre we used an insecticide for 3 weeks called pyrofan 4 ec
The main active ingredient is Chlorpyrifos. http://en.wikipedia.org/wiki/Chlorpyrifos
As we have cats we were not keen to use insecticide long term. The spraying did not seem to help the already infected bushes so we hired two skips and removed them.
The spraying has stopped the spread to the rest of the garden with several hibiscus plants seemingly unaffected.
Interestingly none of our neighbours hibiscus have shown any signs.
