Why don't sanctuaries sterilise

Often the pregnancy is too advanced for the operation to be safe. Often it is not obvious that a bitch is pregnant - the sanctuaries cannot afford to neuter all the animals that are admitted straight away, they have to wait their turn, so puppies may be born before the mothers turn has come.Yes, with unlimited funds the neuterings could be done ASAP, but we all know this is not the situation !!!

I know of one sanctuary that after the pups have been whelped then the bitches are sterelised. Why not sterelise before they have the pups. Makes sense.

In an ideal world this would be the answer to the problem. Unfortunately sanctuaries don't get any financial aid from the government, so if there is no money in the pot who pays for the dogs to be spayed??
