And if you use the second before renewing the first I expect the world comes to an end.

Only one was ever necessary but since there is no penalty for not having one why bother.

There has never been a requirement to carry two. It has only ever been a requirement to carry one "un ethylotest".

Yes you must carry two breathalyser kits in the car or motorcycle but there is no longer any penalty if you are found not to be carrying them.  Only the French could have a law like that.

Field18 is spot on.

The law stating you must have one still stands but the penalty for not having one has been removed.
