Yes, it is mandatory to have the correct headlights in order to obtain a CT.  However, there are those who will say their vehicle passed without them!  One anomily with headlights is, that if you go to register a vehicle less than 4 years old, which therefore doesn't need a CT, nobody questions whether your headlights conform, or at least they didn't when we registered one of our vehicles!

You need proper headlights.
