As said, just put 18. I'm surprised your broker is making an issue out of it, they usually just explain that you have to say 18, it's not a problem.

I also passed my test at 17 but when I changed my UK licence to a French one I had to use a year later! It really doesn't matter as it was so many years ago that it makes no difference.

Our daughter passed her test at 17, we had no problem here at all, although she was told that they would have to say that she was 18 on their records.

 

Try Credit Agricole, we found them much cheaper than a broker with no extra brokers fee on top of what was quoted (often a nasty hidden extra on the price quote to you - we were charge 25 euros per policy extra by the broker someone recommended to us - everyone we have recommended them to saved 100's of euros on transferring all their policies to CA from a broker).
