Yes...thanks for that advice.  She is going to get the UK documents in place first and then advise the French Insurance Company that she has sold her house and taken the car and  re-registered it back in the UK and then ask for a rebate.

Once she becomes a UK resident, it is neccessary for the car to be re-registered immediately, which could cause an insurance problem.  The best solution would be to remain a  French registered citizen until the car has been registered in UK and is on UK plates.  As a French registered citizen, she is entitled to drive a a car on French plates and French insurance in UK.  Obviously, the French insurance should not be cancelled until the UK registration is complete and the new UK insurance is in place.

Thanks very much. Got hold of very helpful chap at the DVLA and all is now in hand for the paperwork.  I really appreciate the advice.

It is an import because it is on French plates.Once your friend becomes uk resident then I am sure AXA will cancel the insurance so she needs to get looking for insurance in the uk now

Thanks that is really useful.  Is the vehicle still considered to be imported when it originiated from Uk in the first place?  She bought it here in France.  It is English but has been registered here twice, one in the name of the people she bought it from and then to her when it changed hands.

She must notify her French insurer of the move. It is quite possible that they will insist on cancelling the insurance from the date that she ceases to be French resident, but they may give her a period of 'grace' to get sorted in England.

There is no reason why they shouldn't give a refund - she should discuss this with them to ascertain their requirements for cancellation.

Once in England she will need GB insurance anyway - it is a requirement for when the car returns to GB plates.

She should contact DVLA promptly and request an import pack which explains the procedure for importing. The most important thing is to comply with the NOVA requirement to notify HMRC witin a couple of weeks of arrival.
