It probably varies from one prefecture to another but when I exchanged my licence I kept my old one and exchanged it for the French licence when it was ready. They presumably then return it to Swansea at some point. Either way as long as you have proof of a valid licence,  the original or a receipt and photocopy, I can't see a problem in France or England.

Isn't it the other way around.  I thought the Prefecture had to send the original back to Swansea and you have a photocopy.

A photo copy of your licence is retained by the prefecture once they have seen the original. You keep your licence until your new one is issued.
