It appears that thousands of French houses haven't been re-assessed for taxes since the 70's and people say that pretty much any application will start the ball rolling for an update.  Tread carefully.  That's why so many houses haven't had permission for alterations over the years.

I wouldn't be so bold as to disagree because I usally get banned for having a different opinion, but..........it has been posted that the 20m sq is the point where you need to submit an architect's drawing with your application.  And anything larger than a few square metres (even just a concrete base) needs a form filled for the Maire.  And no, I don't have a link to support this.
