Assuming you're still in France it's swings and roundabouts because everybody pays one lot of tax d'hab, and one lot only. So wherever you lived for the other nine months, you won't have to pay tax d'hab there.

The only time there are loser and winners is when you either leave or arrive in France part way through a calendar year.

I am afraid not. The law is the owner, or the person in residence on January 1st is the person liable to pay Taxe Hab. Taxe Foncieres is the one that is pro rata
