Hi Ashley,

In my experience over the past 14 years, the only infalliable approach is to know the law (both French and European) and the appropriate Ministry bulletin (these are memos which instruct CPAM staff in precisely what to do in every case), these are available in .pdf (Adobe) document format on the official governent websites.

If you quote both law and bulletin in writing, and deliver your letter to the CPAM office in person, they react. Generally, the wealthy French will employ an Advocate, who will adopt this technique when dealing with unmoving functionaires, thus they sit up and take notice.

Otherwise, you may as well "whistle down the wind" (polite option).

Dropped into our CPAM in Treguier today - (one of the days you don't need appointments, and to our surprise saw a for sale sign on the building!  These are only temporary premises which they moved into in October, and we were told today they will only be there until the end of December and from then on we will have to go to Paimpol.  Looks like there are changes and cutbacks in a lot of their offices and in our case paperwork is being mislaid and delayed.

avoican, I think you may haveunintentionally misled people in the way you have worded your post. It comes across that you can only see CPAM by way of a an appointment by calling 3646, when it is far more common just to drop in to your local CPAM, take a ticket and wait your turn.

CPAM is by appointment only now via 3646 , they do sometimes come to your local Mayors office when they group 3 or 4 appointments the same day ..

Our CPAM has some days where a reservation is needed and others where you take a ticket - the opening hours of your local CPAM should be on the internet.

Just go to your designated CPAM office, no need to make a RDV
