If you have the vehicle registration document (or photocopy), then try here:

https://www.service-public.fr/particuliers/vosdroits/R1270

This will tell you if there are any charges or liens against the vehicle. If it comes back with no charges against it, then you will be able to buy with clean title. This will NOT tell you if it's had serious damage or been an insurance write-off.

Normally it is the seller of the vehicle who completes this application and then shows the details to the buyer.
