You need to enter ALL your global income on the tax form and then you'll be given a credit for the tax you would have paid in France on you NHS pension.
You probably need to visit the tax office.

Pensions aren't normally exempt from tax, it's more a case of paying tax in the right country.

Why not go to the tax office and you can ask them about your other query re backdated payments as well.
