If you are the maître d'ouvrage and you know the answers then it looks like you can.

But you are signing to confirm that the completed project will meet the norms which are pretty specific, so you need to be confident that it will.

You may need to get a professional architect to do the calculations to ensure it will meet the energy normes, because it looks as if you can do the first attestation to explain what sources of energy you will use, but when the work is finished you need to have it checked and signed off by a professional who will do the energy calculations.
