OOps wrong not all service providers will represent cheques or direct debits as they earn more money in interest if you pay late ..

Sorry I assumed when you had written "new cheques be needed" that he had all ready sent cheques. Yes they will try again to take the payment.

HE HASN'T SENT CHEQUES, THE MONEY WAS TO HAVE BEEN TAKEN DIRECTLY FROM THE BANK, MY QUERY IS WILL THEY TRY AGAIN, OR SHOULD HE SEND CHEQUES TO COVER THE AMOUNTS

They can present the cheques twice before writing to your friend.

tHE AMOUNTS HAVE BEEN TAKEN (OR TRIED TO BE TAKEN) DIRECTLY FROM THE BANK (DIRECT DEBIT OR STANDING ORDER, I'M NOT SURE WHICH), HE DOESN'T KNOW WHETHER HE HAS TO SEND CHEQUES TO COVER PAYMENT OR IF THE COMPANIES CONCERNED WILL TRY AGAIN.

I would suggest he talks to his bank a.s.a.p., issueing cheques in France without the funds to cover is regarded as a serious matter. The longer it is left without being properly sorted out the more he will pay in additional fees.
