Our apprentice lived in a rural area with low population. 

To find a business (us) he cast his net wider to a city where there where more businesses to tap.

Also, many businesses do not know the ins and outs of taking on an apprentice and so will be either ignorant of the plus side and wary of being mired in the bureaucracy involved.

Best your boy gathers the facts on costs and procedures beforehand so to better inform any potential employer.

We've an excellent apprentice this year and once he has completed his studies we may offer him a position.
