Ikea is on the outskirts and you can park there and take a tram into the centre the stop is behind IKEA

I don't know how long you've been here, but for me one of the great delights of going to Brest is a visit to the huge Ikea where there are all sorts of things for sale that I'm not usually able to get here - and certainly not at the price.  If you live in England or visit regularly then I suppose it woulldn't be special - for me it's a once every year or so treat.

Basically Brest was bombed to pieces in WW2 so it is 50s modernist buildings but so saying they make an effort and there are lots of designer shops.There are several good museums and Oceanopolis.You may find it easier to park on the outskirts and take a tram depending on where you are coming from.
