It tells you that in the car park notice. Most pay car parks in the UK charge for a blue badge car-unless in a few boroughs where you are issued with a swipe card applicale to the disabled person-and it gets you in and out of the car park without paying.

Be aware that if Blue Card is used in a pay car park disabled bay, charges  can still be applicable. ie. there are bays reserved for you but they are not free.

The Blue Badge is recognised in all European countries. When you display it on the dashboard, it allows you to make use of the same parking concessions allowed for the country's own citizens with disability.
