Yes if you do not use it for a while it goes dormant and needs reactivating.Take it to the pharmacy with ID if your card does not have a photo they will do it.This is to ensure that the holder is still alive/in the country.An anti fraud measure really

I think that is why it is not valid.I have mine put in the machine every 12 months wether it has been used or not.

You do not state how long you have had the card , After I obtained a Carte Vitale I was told it had to be 'activated' within 6 months ( possibly a year) by putting into the machine in a Pharmacy  or surgery 

Not sure of the process needed, the pharmacy assistant did it for me .
