The English speaking help line is very good ( in our experience ) they liase with your CPAM office on your behalf and have to get back to you in 5 working days which they have always done  0811363646 just a word of advice get the name of the person you speak to because they are the person you need to speak to at all time for a particular issue.. We have found lunch time is the best time to call and you aren't on hold for as long.

I applied for mine last September and am still waiting, I have recently been to the CPAM office in Pontivy and was told there is a problem with my mothers name but will get it eventually...

If you have your attestation de droits then the card itself will follow eventually. Your attestation is the important thing, once you have that you are covered. The carte vitale doesn't give you any rights that you don't have already, it just adds convenience.

You used to hear of people waiting a year or more but they do seem to be getting quicker.
