If it is CPAM that is not paying it may be that he has gone direct to a consultant without going via a medecin traitant?The only way to sort this out with CPAM is to speak to them

Do you mean that your mutuelle is not paying the full amount that the consultant has charged you? This might be because the price that the consultant charges is in excess of the standard cost as laid down by the health system and your mutuelle only covers the standard charge ie 100% Normally mutuelles do not have an excess but do sometimes impose a ceiling but usually this is on things like dental specs etc
