I would second carpet and underlay, sure it would make a huge difference.

Quick and easy would be stick down vinyl flooring (tiles or off a roll) but I think you'd get better results from some kind of insulation specifically for acoustic attenuation and carpet on top of that.The different underaly and insulation materials are often marked with both the acoustic and thermal insulatoin values. I think polystyrene is better for thermal and worse for acoustic.

I think unless you have protruding beams that you can wack some insulated plasterboad or tongue and groove onto doing it from underneath would probablly be harder but I'm not a builder (not even a Brittany Ferries qualified one!)
