Hi Rex & Sal,  hope my post didn't confuse you; my experience was that an architect overseeing the works, maîtrise d'oeuvre, charged reduced TVA, ( I think currently this is a taux intermédiare of 10%), as opposed to the full rate of TVA due for prestation as design-only.  I didn't consider someone working below TVA threshold, (given the size of architects' devis).  Sorry for any misunderstanding.

Wrong, he is not registered for TVA and is a qualified Architech. Tom Holden. Speaks English and French. Nice feller.

Regarding TVA, it won't be the 'person' who determines the rate of tax, but the nature and extent of the job and the age of the house, for which  architects fees are also variable for TVA.  So no architect is cheaper than another in that sense.  Isn't Andrew Allen, who advertises here, near to you?

Tom Holden, qualified. Now on my 3rd project with him. He is fully registered and knows the french planning system quite well. Also no TVA!
