The minimum height above stairs or below beams is 1.9mtrs,regs or guidelines normally apply to new builds ,with renovations its completely different, my barn conversion ceilings are 2.1 on the ground floor and 2.4 upstairs,a sheet of placo is 2.5 so I suppose 2.5 would make sense but all the extra space is just more too heat.if you set the ceiling at 2.4 its unlikely anyone will bang their head and try and sue you.
