Lottie13, I would call again....  sounds like you just got a grumpy ol' git on your call to them.  I've always had good experiences when I ring the English speaking line at EDF (and Orange as well).

Hi Lottie13 when we bought our place we had exactly the same issue and we wanted to rid our place of overhead cables we asked EDF to come first and advise, they did, we then laid all the underground cables and a cable to thye new proposed position for the new meter, and advised them, we had to have a qualified registered French electrician cirtify the instalation was safe and to standard which we did 2 days later EDF came removed the cables installed a new pole and re-connected us up, we have had fantastic service from them we have had cause to call them since and out they have come, we paid for all the underground works but what EDF did they did for free, I guess it depends who you contact
