As said - if you qualify for a reduction or exemption, this is applied automatically. The two factors are age and income, and all this information is on your tax declaration. So when the computer calculates income tax it calculates taxe d'habitation at the same time.

If your income is below a certain level eg unemployed in receipt of CAF payments etc it is usually an automatic reduction. Hope that helps.

Exemptions are income and age related and are automatic to those FULL TIME residents registered to pay their taxes in France.
