Bob.  Surge protectors in my experience are not very effective.  Better protection, but not 100%, can be achieved by using a UPS.  A UPS also has the added benefit of eliminating computer shut down in the event of short power cuts.

The other thing to consider, especially with winter approaching is the susceptibility of orange liveboxes and routers to be frazzled by local lightning strikes. It has happened to me four years ago, but it is a common occurence.i now have a surge protector fitted and fingers frossed it will prevent damage if it happens again.

Yes dynamic IP address servers are a way of doing it but this doesn't work in every case.  If you need a fixed IP address then yes Orange can supply but not these days for domestic lines.  You will have to have a Pro Account and then you can ask for just one fixed IP address and it will cost a bewildering 18 Euro a month.  If you ask for another Orange will ask why would anyone need more than one.  Well there are some very good reasons for that but unless you rent a second line you will not get one.

Sorry, Forgot to add that once you have a dyn.dns account there is provision in the Livebox menu to add the required details and make it all work*

*Note that on small home networks, due to rather odd loopback settings in a livebox you will not be able to test your camera from your own network. It'll work everywhere else, just not on your network.
