Did actually see a pallet of them in a local agricultural supplies store just last week, definitely used ones.  Not your area unfortunately (was in Evran), but these kinds of stores might be another source...?

Have tried gamm vert in Callac and Guingamp.  Could care less about the regs.  Just looking for a point of sale.  May have to go as far a St.Brieuc.

old and used railway sleepers are now banned from sale because of the treatments used on them , But as allways there are some people still trading in them . You can buy new ones at Point Vert  and other shops
