As far as I am aware you will only be compelled to change anything if its polluting!

I'm not sure if they can compel you to do the work when they come the second time, but you are the first people I've heard of to have a second inspection unless work has been specified that 'must' be done.  I don't know what else they recommended but I'm a little mystified about the 'digging' up fosse covers every 8 years? If that's to have your fosse emptied I had thought the regulations said it must be done every four years.  The fosse lid needs to be ventilated (it should have a small hole in it to allow gases to escape). If it's covered up with grass then that can't happen.  If it isn't ventilated the cover will start to disintegrate from the fumes produced by the fosse.  It's always worth having a look at why certain requirements are in place - there usually is a reason.
