So she is responsible for any tree that falls over in her road, the commune, or Brittany or the whole of France?

This sounds like some sort of misunderstanding.

The only thing I can add about trees and liablity is:-

We have a lot of big trees on our property, we understand from our insurer that if one of our trees falls on the road or another house or car or person we are covered on our basic household policy. However if one or our trees were to fall on our house we are not covered.

Our agent then calmly informed us that we would be covered if we took out garden insurance, for  €40- which we quickly did.

Something to check if you have trees on your property!

Well Harley, if she was so inconsiderate to plant her trees on somebody else's land, she should expect the consequences, especially planting them in a fally down sort of way.
