There are quite a few rules. There are variances dependent on size of boat etc.

Generally the boat normally should be registered, insured and have minimum standards of equipment.

The Skipper should be qualified, CEVNI is the appropriate standard.

This PDF document is informative rather than regulatory.


It is not actually as complicated as it seems and the rules are really common sense.

For, what I guess, are financial reasons, hire boat skippers don't need a licence.
