Most of the commune lakes will let you fish with a day ticket from 3 to 5 euros .I have a full permit for all of France but sometimes fish the commune lakes which are not covered by this permit, therefore  pay the day ticket price

Yes the licence is expensive if bought by the day. The annual carte de peche was 90 euro last year but that covered all areas of France. It would be around 65 euro annually for just your area. If the little one is not to old I would not bother with a licence for her so long as the adult has one. You could always try asking on here for someone with a small lake to let you fish. That's what I've done and give a few euros towards some pellets to feed the fish. If it's a private lake you don't need a fishing licence.
