wow, you really know your stuff. Thankyou for being so helpful. can i ask you how you go about getting a french license. do you have to take a test and can you have two licenses?

For penalties see Article R413-14 of french law:

Less than 20 km/h above authorized speed, a fine of 137€, reduced to 91€ if it paid within 7 days, and increased to 381€ if not paid within 30 days, One point; no suspension of the licence.

Excess speeds between 20 and 30 km/h above authorized speed, a fine of 137€, reduced to 91€ if it paid within 7 days, and increased to 381€ if not paid within 30 days, withdrawal of 2 points, no suspension of the licence.

Excess speeds between 30 and 40 km/h above authorized speed, a fine of 137€, reduced to 91€ if it paid within 7 days, and increased to 381€ if not paid within 30 days, withdrawal of 3 points, no suspension of the licence.

Excess speeds between 40 km/h and 50 km/h above authorized speed, a fine up to 762€, withdrawal of 4 points, suspension of the licence up to 3 years.

Excess speeds of 50 km/h and more above authorized speed, a fine being able to go up to 1524€, withdrawal of 4 points, suspension of the licence up to 3 years.

The Gayssot law implemented further penalties for excessive speeding by frequent offenders; for those who have been convicted in the previous 12 months for an excess speed of more than 50 km/h. Penalties of 3 months of imprisonment, 3811€ fine, licence suspension up to 3 years and withdrawal of 6 points.
