Code de l'urbanisme, article L. 421-1 :
" Le permis de construire est rendu obligatoire pour quiconque désire entreprendre ou implanter une construction à usage d'habitation ou non, même ne comportant pas de fondation (abris de jardins par exemple). "

This basically says it all, but in case you don't read French, yes you do have to have a permit even without foundations. I believe the main problem is if you are putting up something that the neighbours could object to and if you don't have the official permission, then you'd be in hot water if they made an official complaint.
