If I was you I'd go straight to the horses mouth and ask the question - theres been a lot of tightening up on VAT recently and the situation will be influenced by many factors potentially such as did you buy the car new, when did you buy it, did you buy it as personal user, are you registered as a company and capable of claiming back VAT - my gut understanding is that unless you have mitigating circumstances even in avoiding VAT at UK end you'd still have to pay TVA here - normally its non-EU that hit it lucky with reclaiming VAT.
