Thanks for the info - good to know for next time. We found a good a deal on a scooter in France, so on balance went for the Fr registered scooter. Picked it up today!

I bought one, last may from mc to france

1. the owner from monaco need to fill in a form for the transaction and give with the immatriculation plate to the mc admnistation in fontvieille

you need to wait 48hrs, the time the adminsitration registere this operation and give you a paper 

2. with this paper, you go to the prefecture in france and register the scooter in order to get the new carte grise

(between 1 and 2, you do not have plate, so you can not drive it = the owner went to nice to bring the scooter in my garage and we took off the plate)
same operation if you buy in italy...but longer distance and difficult to drive without plate
