The problem is, if we want to renew our visa for another year, we are obligated to get a French license or not drive. We will want to return longer term after this 3 month trip to look for an apartment.

With your visa of 90 days, you are considered a "tourist" and you can rent a normal car, your US drivers license is 100% valid, as long as you are a tourist. Only when you take up residence in France you are supposed to take a test and acquire a French drivers license.

You can drive on your license for up to 6 months once you are a resident. Seeing that your tourist visa is only for 3, what is the problem?

A reciprical agreement on licenses with France is only if you need to turn in your license for a French one w/out taking the test (see first sentence above)
