There's an English-American library in Nice you can become a member of and there's also a library at Holy Trinity Church in Cannes that you can join. http://www.angloinfo.com/af/81/ for addresses.

As for books that I actually want to own, I've found that www.amazon.fr has a pretty good English selection and free delivery if you order 20 euros worth of stuff.

Hi Heidi

Cats Whiskers is an English Bookshop in Nice.  30 Rue Lamartine.  I don't know if you can borrow books, but they sell second hand as well as new.  Maybe you could exchange what you already have.
