Thank you. The cheque is in joint names does that mean that I can approach the other person of the cheque? in the UK there is joint liabiltiy is it the same here?

Yes it's considered fraud,and the cheque writer could be declared "interdit bancaire" because of it, when you present the cheque to your bank and it is refused.
I dont know what recourse you might have to get your money, when I had a similar problem the person agreed to pay me in cash over a period of time, but it was only a relatively small sum .
As I hadnt "porté plainte" he wasnt declared interdit bancaire
