You'll have to checjk your case with the CPAM (caisse assurance maladie) as the residency decision is based on residing in the country for over 183 days/year, or having your primary economic interest in the country, or on having your primary residence here. I don't know your case, but if you enjoy the status of 'resident' in another country, it is unlikely France will consider you resident here. Do you pay regular, normal income tax in France ? if so, it is almost sure they consider you resident !

This is normal. You are considered a resident if you live in France for 6 months and 1 day per year (183 days)

I would hope so. If you are not a resident, they will just deny your request for a carte vital.
