The tenant has to pay the taxe d'habitation if he/she was occupying it as of the 1st of January of the concerned year.  As regards charges due to the syndic, there is a statement with the real charges, which is issued yearly and on it there is a column called "quote-part" which represents what the tenant is liable for, deduction made of the "provisions" already paid during the year.  The delta calculated is either in favour of the tenant or the tenant needs to pay it.

The other tax that the tenant has to pay is the "Ordures ménagères" whose amount appears on the property tax received by the landlord who will then ask the tenant to pay, copy of the property tax given.

The tenant is legally obliged to pay the tax habitation, however I believe that the owner pays the syndic charges.
