Parc Phoenix opposite the airport is has no steps friendly. It has gardens and a jolly tropical greenhouse.It takes about an hour an a half to walk around.

Try the airport at the point of entry, or most pharmacies will order one for you to rent. They do come in different sizes, something you might need to bear in mind.

When it comes to ease of getting around, Monaco is hard to beat in spite of being so escarped. Lifts and escalators almost everywhere and the smoothest (and cleanest) pavements anywhere on the coast.If your friend is wheelchair bound the Parc Phoenix near Arenas has special access. There is also a beach in St Laurent du Var (Handiplage) which is equipped for access right into the sea for the handicapped.

Try to get them a wheelchair. Makes a world of difference.

Don't try St Paul de Vence with a wheelchair though - the cobbles are too rough.
