Whoever you choose check to see that he (or his company) has proper credentials, insurance, French registration, etc. There is another thread somewhere which shows how bad things can get if a "black" builder has an accident on the job or does an incopetent or unfinished job.Proper builders have an RCS and Siret number and/or an official card from the Chambre des Metiers. If the job goes wrong, you have some legal protection. If a "black" job goes wrong, you're on your own.

Refurbishment/renovation needs a builder with particular expertise in the field. It is not like "new build". It is unlikely, that they will have the knowledge, inclination or professional qualifications to deal with any but the simplest planning application. This you should do yourself or seek the help of a professional.
