As a true vinyl fetishist, I would recommend the very lightly soaped water for seriously mucky surfaces with a soft cloth (specialised for vinyl or the type for cleaning glasses, not Scottex sponges or paper towels!) Otherwise a proper record cleaning velvety thing with industrial alcohol. I wouldn't use lighter fluid as some may contain solvents.

This was taken from a DJ forum I frequent:

I have been using rubbing alcohol for over 10 years. Your fingers contain oils that leave finger prints on the records, they intern collect dust. Alcohol removes the oil and the dust from the records. Get a hankerchief, wash it once to get the loose lint off of it and use the same rag over an over. I use alcohol to clean my needles also. You can clean it with a small brush. to get deep down dirt out of the records pour about a quater size drop on the record and let the needle play through it. it will get down into the grooves of the record. always remember to clean in circles.

If the record is obviously dirty, try starting with good old soap and water, just to lift the grit. Then, go into the fine details with the lighter fluid or something that will do a fine cleaning.cj

Without wishing to offend any vinyl fanatics, does anyone know anywhere where one can sell tip top condition LPs (classical and pop) for a couple of euros a piece?

Lighter fluid - e.g. Ronsonol, Zippo - not gas! With a soft, lint-free cloth.
