Bologna has a good reputation for certain subjects.

For online courses you could try the University of London (including LSE) which is good for Social Sciences

Manchester and Liverpool also offer online courses. Costs will depend on EURGBP exchange rates.

You might as well want to take a look at whats available to in terms of on-line learning - I found a good course leading to a Masters with De Montefort in the UK which was flexible affordable and geared to PT learning - The on-line blackboard sessions worked well, and students were all sorts of ages, backgrounds and locations around the globe. The Open University based in the UK also offers a multitude of course you might like to look into further.
