Can't be done: the "steam horse" is purely a fiscal measurement based on certain engine physical measurements such as bore and stroke of the cylinders (a similar, but different, measure was used for years in the UK - the "RAC Horsepower" measurement). HP, on the other hand, is a measure of the engine's power measured (typically) at the flywheel if you're in the business of selling cars or at the driven wheels if you're in the business of making cars go faster.

The French use CH to mean actual horsepower, so 1 CH = 1HP. However, the official measurement for engine power is now the KW rather than the CH, just to add to the confusion further.
