You do require a qualified electrician, registered and approved by the French authorities. Whether he is French or of another nationality that is your choice. If the installation conforms to the norms set out he can supply you with a certificate, not forgetting that he takes the responsibility for doing so. The EDF will not put power to an installation without such validation due to the risks of eventual fire or serious/fatal injury to someone on your property.You mention you have insurance cover even so, take care, this could become null and void if you had a claim in the future and you were asked to produce the certificate which is non existant. Could be a heavy risk.

I do think our friends previous suggestion is a great way to start things rolling.

Find a French electrician and offer him a bottle of hooch (starting point for negotiations) to give you a certificate would seem to me to be the best approach
