I assume you have Internet access via an ISP  that gives you free web space.  Most ISPs then require you to 'activate' the web sopace - look for their online instructions.

Then create your homepage - call it index.htm as this is the usual default name that your browser will search for.  The easiest way to start is to use MS Word, create your basic page then 'save as'.htm

Now you need a piece of software to copy this page to your ISPs server - they will usually offer you free software to do this - it is called FTP - simply 'file transfer protocol'  Run this and follow the ISs instructions for your logon ansd access details.  Once you have this page copied up to your ISPs server simply start your browser, put in the address, and voila!

If you want a professional web site for a business, you will need to find a web designer or company. There are plenty here. Just post a message under jobs offered on this site. They will help you registering a domain name and finding a server to host your site as well. It's a long haul if you try it yourself, and a steep learning curve. If it's just a personal site try yahoo as suggested above.Good luck!
